Xelm, originally known as New Kelm, is the capital of the Chiefdom of Kelm. New Kelm was the 2nd capital of the Republic of Kelm until the country was dissolved in 1996. On 11MAY23, the city was resettled and known as both Kelm and New Kelm. Once the original cities were brought back into the game virtually, it was renamed to Xelm.
