Xelm, originally known as New Kelm, is the capital of the Chiefdom of Kelm. New Kelm was the 2nd capital of the Republic of Kelm until the country was dissolved in 1996. On 11MAY23 the city was resettled and renamed to Kelm. Once the original cities were brought back into the game virtually it was renamed to Xelm.
