Kelm, originally known as Rome and also known as Duke, was the first city in the game. It was the capital of the Republic of Kelm during most of the country's existence and was the political and economic powerhouse of the world during the City Era. From June 2023 to June 2024, it was virtually accessible and under sovereignty of the Chiefdom of Kelm.
